Daraufhin kam es zur Ausgabe von „New Consolidated Stock“, zur Sicherheit waren aus den Staatseinnahmen 25 % der Importzölle, 75 % der Exportzölle aus den Pazifikhäfen und 5 % der Exportzölle aus den Atlantikhäfen verpfändet.
