Durch Guarantee Act wurden Bonds ausgegeben, die zur Finanzierung des Baus beitrugen. Im Nov. 1852 wurde der Name geändert in Ontario, Simcoe and Huron Union RR. Im Febr. 1853 wurde die erste Lokomotive in Portland, Maine gebaut. Sie wurde "Lady Elgin" genannt, nach Mary Lamberton, der zweiten Frau von James Bruce, 8. Earl of Elgin und 42. General Gouverneur von Canada. Im Aug. 1858 wurde die Bahn zur Northern Railway Co. of Canada.
