(seit 1929 Fraktionsführer), trat hier als Finanzpolitiker hervor und erreichte 1925 die Annahme der Lex Brüning (Lohnsteuergesetz, die das Aufkommen der Lohnsteuer auf 1,2 Mrd. RM begrenzte).
