Sie fuhr noch auf hölzernen Gleisen. 1887 ging sie bei deren Gründung in der Wheeling Railway Co. auf, gleichzeitig wurden die Strecken elektrifiziert. 1889 wurde das Streckennetz bis Bridgeport, O. ausgebaut. 1899 als Wheeling Traction Co. reorganisiert, 1912 von der West Penn Railway Co. aus Pittsburgh übernommen worden. 1921 umfasste das Streckennetz, auf dem auch Fracht- und Expresszüge verkehrten, 101 Meilen, jährlich wurden 27 Mio.
