Bis dahin hat praktisch nur die Anglo-Palestine Co. private Kleinkredite an die Siedler vergeben, wobei sie die Gründung der Darlehensgenossenschaften aktiv förderte. Was den langfristigen Kredit anbelangt, der in der Hauptsache nur gegen Verpfändung von Immobilien gewährt wurde, so hat bis zum Jahre 1922 so gut wie gar nicht existiert. Dies hatte seinen Grund im türkischen Recht, das für solche Pfandobjekte keine genügende Sicherheit bot.
