Miller aus Deadwood, South Dakota zum Bau einer 16 Meilen langen Schmalspurbahn, die seine Bergwerke in den Black Hills anschließen sowie die Städte Deadwood und Lead City verbinden sollte. Bereits 1893 kaufte die Chicago, Burlington & Quimcy über ihre Tochter Burlington & Missouri diese Bahn auf. 1902 wurde die Strecke zwischen Lead und Deadwood elektrifiziert und auch der Personenverkehr aufgenommen. Zwischen Pluma und Deadwood teilte man sich die Strecke mit der C.B.&Q.R.R., weshalb hier ein drittes Gleis für Schmalspur- und Normalspurverkehr installiert war.
