Als die Konzession der „First Bank of the United States“ 1811 auslief und der Staat bankmäßig unterversorgt zu werden drohte, gründete das Parlament von Virginia mit der „Farmers Bank“ das zweite große Institut des Staates, das Filialen in Petersburg, Fredericksburg, Lynchburg, Norfolk, Winchester, Danville, Farmville, Wytheville und Charlottesville besaß und auch über das Notenausgaberecht verfügte.
