Die Hafenkommission baute dann 1890 die State Belt Railroad zur Verbindung des Hafens mit den Lagerhäusern und Güterbahnhöfen von San Francisco. Während des I. Weltkrieges wurde für die U.S. Army ein Eisenbahntunnel gebaut zur Anbindung des Militärstützpunkts Fort Mason. Ab 1917 (Eintritt der USA in den 1. WK) fuhr die Bahn auch zur Presidio Army Base.
