Seine Landspekulationsgesellschaft “Lands Allotment” warb mit dem Spruch “A free home makes a free man”. 25.000 Investoren aus der Mittelschicht verloren 1892 ihr Vermögen, als das von Balfour aufgebaute Finanzimperium zusammenkrachte und den größten Finanzskandal des viktorianischen Zeitalters initiierte.
