Diese Dachgesellschaft wurde auf Betreiben der 1920 gegründeten Arbeitergewerkschaft Histadruth errichtet und wurde von ihr auch kontrolliert. 1973 wurde die Gesellschaft in NIR Shitufi umbenannt.
