Payne und Henry C. Rouse als Konkursverwalter der Northern Pacific RR und rückseitig original signiert von Thomas F. Oakes. Thomas Fletcher Oakes (1843-1919) leitete die Northern Pacific von 1888 bis 1893 als Präsident. 24 Stück wurden im NP-Archiv gefunden, davon nur zwei in dieser Form.
