Vanderbilt am 23.3.1909 durch Verschmelzung der Rochester Railway mit der Rochester & Eastern Rapid Railway. Nach der Gründung wurde das Kapital der Gesellschaft von 1,5 Mio. auf über 15 Mio. $ erhöht, womit von der New York Central & Hudson River RR Co. folgende Aktienpakete übernommen wurden: Schenectady Railway (50 %), Utica & Mohawk Valley Railway (100 %), Oneide Railway (96,13 %), Syracuse Rapid Transit Railway (57,94 %), Ontario Light & Traction Co. (100 %) und Canandaigua Gas Light Co. (keine Angaben).
